The Ministry of Government (Mingob) and the Ministry of Culture (MiCultura) have been established. Freedom Planan initiative that promotes the re-socialization and re-employment of persons deprived of their liberty through their participation in projects with social impact. On this occasion, 25 persons deprived of their liberty from the prison of Las Tablas have begun their work to recover and preserve the historic Casa Museo El Pausilipo, located at Via Las Comatres, District of Las Tablas.

That iconic property, an old cottage of the Panamanian statesman Belisario Porra Barahona - three times President of the Republic - was declared a National Historical Monument by Act No. 7 of 19 May 1994 and houses a regional museum in the province of Los Santos. The building, with a rectangular and perimetral portal, is considered one of the best preserved examples of the 19th-century country architecture in Panama. Pausilipus, refers to a famous hill outside of Naples, Italy.

The recovery of the museum, led by the Ministry of Culture, forms part of a project for the preventive conservation of the national heritage and this work will be undertaken in co-ordination with the Ministry of Government and will be part of a state policy that aims to re-connect those deprived of their liberty with Panamanian society through work and community service.

The Minister of Culture, María Eugenia Herrera, emphasized that "the National Government, under the leadership of President José Raúl Mulino, reaffirms its commitment to the cultural identity of the country. That intervention at El Pausilipo represents an important step for the conservation of our historic heritage. Art unites us and culture enriches us. That's why this task is also an act of historic responsibility."

The Government Minister, Dinoska Montalvo, emphasized that "The Freedom Plan isn't just a state project, it's an act of faith. That action at El Pausilipo, loaded with history and memory, symbolizes our commitment to reconstruction, not only of physical spaces but also of opportunities and social links."

The first lady of the Republic, Maricel Cohen de Mulino, who attended as a godmother of Plan Freedom, expressed: "That project isn't just about rehabilitating a monument and about reconciling and building bridges and showing that we do believe in re-socialization and the power of human dignity in Panama."

The persons deprived of their liberty who participate in the project have been selected with strict criteria: they have been convicted for minor offences, have at least 3 remaining years of conviction, have shown good conduct and have passed a comprehensive assessment by the technical team of the penitentiary system.

During the event of initiation, participants expressed their gratitude for the opportunity and their commitment to this work, which they assumed with pride and dedication.

The event was attended by ministers and deputy ministers of state, national and regional authorities, families of President Belisario Porras and the Governor of the Province of Los Santos, Fernando González.

With this intervention, the Ministry of Culture reaffirms its leadership in the preservation of national heritage, giving life and value to historic spaces that remind us of who we are and to where we wish to move as a nation.
