The Ministry of Culture (MiCultura) and the Panamanian Association for the Integral Development of Social Communication (APADICOS) have put in place an agreement of cooperation that aims to coordinate technical actions for the promotion, development and implementation of the fourth version of the National Press and Human Rights Competition, in commemoration of the nataletio of Professor Raúl Leis.

The convention was signed by the Minister of Culture, Carlos Aguilar Navarro and the President of APADICOS, Toribio Diaz Vásquez and served as a witness with the Ombudsman, Eduardo Leblanc González, as an award for human rights.

The deference to Professor Leis is in recognition of his performances in defence of human rights, at national and international level and the event of reward will be held on 14 December 2021 at the headquarters of MiCultura.

Similarly, this Convention will implement programmes, projects and activities of artistic and cultural challenges and of teaching and research and technical assistance of mutual interest that fall within the established objectives and contribute to the integrated development of social communication in Panama and to the development of national culture..

The incumbent of MiCultura, Aguilar Navarro emphasized the importance of the convention to support the press contest about human rights by noting that journalism is a fundamental tool of societies but that it should be fulfilled with responsibility and responding to the ethics required by the profession.

It's not just a prize contest but a training job for MiCultura. It's important to support all spaces that are aimed at training different segments of society and more with respect to human rights.

He added that for his institution respect for human rights was vital and that his premise was that cultural rights were human rights, with his understanding that human beings had the right to have access to cultural expressions in their different forms.

The head of the Cultural portfolio emphasized as a right currently being given to the most humble people is the opening of the Colmena Reading Center that gives access to the reading of Panamanian works awarded at different competitions organized by MiCultura and of which 76 out of a total of 300 have been established.

The president of APADICOS, Toribio Díaz emphasized that this is the fourth version of the competition and will be awarded best news published on news and program of television, print, radio and digitalised alternative media, produced in Panama.

The Ombudsman, Eduardo Leblanc, emphasized the importance of this type of contest with information from a human rights perspective and emphasized the role of the media while taking into account the thin line between free speech and press freedom.

National journalists may participate and they may report (1) for each category and they have to be original in Spanish and have been published or published from 1 January to 30 November 2021.

Televisiva press jobs should be submitted as two copies of DVD with a maximum duration of 3 and a half minutes, and with a radio, two copies of CD or USB format with a maximum duration of 3 and a half minutes.

The original print and a (1) copies and a CD or USB with Word format report with 350 and 700 words (3 quartillas) and the original print and 1 (1) copies with a CD or USB with Word format report with 350 and 700 words (3 quartills). The report should be published especially for a digital medium.

The jobs have to be delivered to an envelope sealed with an exterior and will specify the category in which they participate, full and medium name and information about the report have been published or published. In addition, they will have to include their personal information as full name, copies of an Identity Card of the communicator, medium, letter of the medium certifying the report, fixed phone, cell phone and electronic mail

It should also place the Section and date of publication. For audiovisual media, date of issue and certification of the means and faith of disseminating journalistic work. Applicants who work for several means will have to represent only one means to participate.

The contestants will have to deliver their jobs at the office at APADICOS, located at Ricardo J. Alfaro (Dead Tomb) Building The Century Tower, 4th office 401.

The deadline for delivery of jobs is Tuesday, 30 November 2021, till 4: 30 p.m.
