Panama September 29, 2025. The World Conference on Cultural Policies for Sustainable Development - MONDIACULT 2025, organized by the UNESCO in Barcelona, brings together ministers of culture from 194 Member States of this body to place culture as a global public good, an inalienable human right and the fourth pillar for the development of peoples.

At this meeting, SEGIB and OEI convened the XXII Ibero-American Conference of Ministers and Ministers of Culture, where Minister María Eugenia Herrera emphasized that Panama celebrates this year's Bicentennial of the Anifictionic Congress, a historic fact that sealed Latin American unity and identity and today that inspire the cultural projection of the country to the world. "That anniversary invites us to reaffirm culture as an axis of solidarity and peace," she stated.

The Minister recalled that Panama holds the Pro tempore Chair of the SICA's Council of Ministers of Culture and Education, with an important responsibility for regional policy-making and stated his commitment to leading the artistic and cultural education agenda by promoting initiatives that strengthen diversity, equity and citizen participation.

Also, Panama confirmed its support for the Barcelona Declaration, which puts culture at the centre of the post-2030 global agenda in areas such as artificial intelligence, creative economy, heritage, climate change, cultural rights and education. Herrera stated that the country will be an active ally in the implementation of these guidelines, strengthening itself as a "bridge of the world and heart of the universe" also in cultural matters.

Panama also participated in the third high-level ministerial dialogue of the Group of Friends for Cultural-Based Climate Action (GFCBCA), a meeting that brought together more than 50 ministers and ministers of culture from different countries at an event leading up to COP30 in Brazil. The event represented an opportunity to share experiences, consolidate strategic alliances and set up the vital role of culture as a vital tool against climate change.
