The poet, journalist, diplomat and graduate in Philology and History, Manuel Oretes Nieto was chosen to receive the Rogelio Sinan décor for 2022 that will be delivered next April 25 "Day of the Writer and the Panamanian Writer."

The Rogelio Sinan was created by Act 14 of 7 February 2001 that lays down 25 April, date of the nattionality of this Panamanian literary insignia born in Taboga, as the day dedicated to national writers.

Oretes Nieto, with more than 50 years of literary life, has earned five times the national contest Ricardo Miró in the poetry Section in five different decades (1972, 1983, 1996, 2002 and 2012) and as well as today, she's the only Panamanian writer to have achieved the Casa de las Américas Award (1975) in the more competitive Section, that's poetry.

Also, at the end of January 2010, Oestes Nieto was awarded a second Casa de las Américas Award with his Reunited Poetic Work at the end of 2000, but earlier, in 1973, he received the Casa de las Américas Mention, and thus became part of his select group of Spanish-American writers to be awarded three times at this literary contest.

The contest to select every two years the winner of the Roglio Sinan décor, whose real name was Bernardo Domínguez Alba, is jointly held by the Ministries of Education and Culture with the National Board of Writers and Writers of Panama.

Since the production of the décor was initiated, an outstanding number of Panamanian and Panamanian have been awarded as Dr. Elsie Alvarado de Ricord (q.e.p.d.) in 2002, Guillermo Sánchez Borbón, "Tristan Solarte" (q.e.p.d) in 2004 and Carlos Francisco Changmarín (q.e.p. d.) in 2006.

Also decorated were Pedro Rivera in 2008, Demetrio Fábrega in 2010, Álvaro Menéndez Franco in 2012, César Young Núñez (q.e.p.d) in 2014, José Franco in 2016, Justo Arroyo in 2018 and Moravia Ochoa López in 2020.
