The users of the Blind Light Board have a new opportunity to have more than 635 thousand texts available as a result of certification as an entity authorized under the Marrakech Treaty by the Ministry of Culture (MiCultura) that will allow them to cross-border with authorized entities from other countries.

That's the third entity to credit MiCultura in less than a year after being certified by the Simón Bolívar Library at the University of Panama and the Ernesto J. Castillero National Library.

Following his certification, Minister of Culture Giselle González Villarrué emphasized that "this procedure has allowed the Republic of Panama to have three authorized entities in a little more than eight months."

Of these, the incumbent of MiCultura stated that "two have already begun the process to be part of the Accessible Books Consortium (ABC) and are at the gates to make available to blind and visually impaired readers 635,000 books in accessible formats, thereby recognizing the legitimate right to read."

According to the resolution that formalizes this accreditation, indicates that the National Board of Copyright confirmed that Ornament Luz del Blind has the necessary technological resources to provide works production or adapted in an accessible format to people with visual disabilities, those with no gain and with the aim of education, as the Ornament has a variety of titles in Braille format in its library and with a Braille printer.

The Treaty of Marrakech administered by WIPO facilitates production and international transfer of books especially adapted to blind and visually impaired persons by establishing a set of limitations and exceptions to traditional copyright law.

The Treaty was adopted at Marrakech on June 27, 2013 and ratified by Panama on June 28, 2013 and entered into force on September 30, 2016.
