Second block of General Culture Act passed

Panama, 9 September 2020 -The National Assembly's Commission for Education, Culture and Sport adopted the second block of the General Cultural Act with the presence of artistic and cultural trade unions as an face and face-to-face model.
The president of the Commission, Mr Héctor Brands, expressed his satisfaction with the participation of all sectors that contribute and enrich the discussion of the first debate of this bill that represents an important milestone for Panamanian culture.
The Panamanian writer, Juan David Morgan, representing the patronatos, expressed his satisfaction with the consensus reached during the debate with regard to the articles pertaining to the construction of public policies and the future of the patronatos as part of this legal instrument.
At the Commission's session, the Minister of Culture, Carlos Aguilar Navarro, expressed that "the result of a multidisciplinary team's work has achieved a constructive and good-thinking debate, thanks to the inputs of cultural groups and civil society and we are confident that we will continue to count the work of the Commission of Education, Culture and Sport."
At his turn, his former Minister of Education José Pio Castillo emphasized that with his discussion of the General Cultural Act, a serious cultural debate was currently under way and opened up spaces for all sectors to participate and achieve consensus.
Also, Congressman Corina Cano ponded the work of the Commissioners for the serious and fruitful discussion of this project, united in the same cause, culture.
Meanwhile, Congressman Luis Ernesto Carles stated that this block approved by the Commission will strengthen educational and cultural processes while urging local governments to include initiatives that promote culture as a vital component for the development of communities.
The Commission's members revised the second block of bill 202, from article 43 to 114, concerning public policies, cultural governance, cultural expressions, patronatos, creative economy, cultural tourism and cultural cooperatives.
