To contribute, uphold and guarantee their cultural rights, the national director of Cultural Rights and Citizenship of the Ministry of Culture (MiCultura) Enrique Noel submitted his second day of training and awareness of cultural rights for Afro-Panamanian organisations.

Noel explained that this process includes four group-divided conferences that will start with the participation of officials of the MiCultura Ombudsman's Office, National Secretary for the Development of Afro-Panamanian (SENADAP) and the municipalities of Panama and San Miguelito, another for women from indigenous organizations and the possibility of adding authorities from the Ministry of Education and the National Police.

The second session had shown General Cultural Act 175 of 2020that recognizes the cultural rights and public policies that have to be built to promote and protect the rights of Afro-Panamanian organizations, with the idea that civil societies become observers and allies of the ministry of culture added Noel.

The first conference was an introduction to cultural rights approaches as an integral part of human rights, the second to cultural rights in Panamanian law, the third to public policies that have to be built to promote cultural rights and the fourth to design projects with a cultural approach with civil society.

Using the interest of the groups to participate, these sessions have been established as an area for dialogue between different cultural communities and cultural public officials to strengthen citizen participation.
