Rio de Janeiro, Brazil. At a milestone for cultural diplomacy and the development of the creative industries of Brazil, his delegation successfully concluded the participation of the Republic of Panama at the 6th meeting of the Ibero-American Forum of Vice-Ministers and High Authorities of Culture, held in the context of the Rio2C innovation meeting in Brazil. The Panamanian delegation, led by the Vice-Minister of Culture, Arianne Benedetti, with the assistance of the Organization of Ibero-American States (OEI) and OEI, established a high-level agenda with direct and local benefits for local workers.

"Iberodelitre": Panama Exports a Regional Success Model
One of the leading moments of this event was the intervention of the Deputy Minister Benedetti, who put before the IberoDeletrean plenary session the first edition of IberoDeletreo as one of the most successful pedagogical and cultural practices of the region. The contest, that in his debut was brought together to 10 sister countries, was unanimously welcomed by the Forum. Mass training: 1,000 technical grants from September onwards
Due to the strategic partnership between OEI and the Brazilian Ministry of Culture, the program of internationalization of the Solano Trendade School of Culture and Creative Economics (Escult) was formalised. Following this management, Panama will have an exclusive assignment of 1,000 international grants, completely free and virtual.
The courses will have a 60 hour academic burden and will require no prior education and will open their registration in September 2026. Beneficiaries will be able to train in high demand technical disciplines such as audiovisual production, photography, digital animation, sonoring and documentary production, strengthening the human capital of the sector in all provinces of Panamanian territory.

Innovation in the Network of Museums and Artistic Exchange
In the area of heritage education, the official mission served to uphold the sustained will and historic commitment of OEI to promoting the region's museum systems. Building on the strong background and its vast trajectory in the design, sustainability and dynamic of great cultural infrastructures in Iberoamerica, a strategic partnership for strengthening the national network of museums of Panama looks at itself.
That cooperation was not limited to a traditional care scheme but was put forward under an overall vision of bidirectional cultural integration. The framework of collaboration would seek to place local artists and Panamanian exhibitions at the museum circuits of Brazil and vice versa, facilitating the intercirculation of collections with high historic and identity value.

To face global logistics challenges, OEI and the Ministry of Culture will give priority to co-creation of programs at interactive virtual platforms as well as mechanisms of occupational mobility through artistic residences and technical internships in cutting-edge areas such as curatoriums and pedagogical mediation.

Rights for the artist and Central American integration
The work agenda also addressed two key challenges for the future of public policies based on evidence:

1. The status of the Artist: Panama added to the regional call for international technical assistance with the design of specific regulatory frameworks, enabling the country to have regulations that guarantee labour, financial, tax and copyright rights adapted to the dynamics of the cultural sector.
2. Cultural Market of Central America: The signing of an agreement for the creation of the first Cultural and Creative Industries Market of Central America, scheduled for November 2026 in El Salvador, was supported. Panama currently prepares to lead a delegation of entrepreneurs, musicians, designers and audiovisual producers at this great regional business platform.

With these actions, the Ministry of Culture and OEI reaffirm culture and creative economy as strategic engines of innovation, social inclusion and income generation in the Ibero-American region.
