Ministry of Culture and First Lady's Office launch program "Latidos del Barrio" to strengthen social fabric through culture

Culture and art to rescue childhood and adolescence
Panama City, May 29, 2025. To revitalize public spaces, promote peaceful co-existence and offer human development alternatives through art, music, sport, theater, dance and other cultural expressions, the Ministry of Culture signed with the First Lady's Office a resolution that officializes the creation of the Latidos del Barrio program.
Latidos del Barrio was born as a strategy of sociocultural intervention aimed at urban and rural communities in a vulnerable situation. That initiative will have the active collaboration of the Office of the First Lady of the Republic, led by Maricel Cohen de Mulino.
During the signing event, the Minister of Culture, María Eugenia Herrera, emphasized that "Latidos del Barrio represents the vision of a listening state that recognizes the creative power of our communities and that challenges culture as an engine for social transformation."
The First Lady, Maricel Cohen de Mulino, reaffirmed her commitment to the most needy communities and emphasized that "this program united us with families, youth and children who deserve to live in more dignified, safer and opportunities environments. Culture is a bridge of inclusion and peace."
The initiative includes joint actions between the Ministry of Culture and the First Lady's Office, including community workshops, travelling artistic circuits, cultural fairs, muralism, space recovery and awareness-raising campaigns with an approach to human rights and equity.
The Latidos del Barrio program will also integrate social and artistic organisations, local governments and community leaders, and will articulate a national network of culture at the service of human development.
With this resolution, the National Government, under the leadership of President José Raúl Mulino, reaffirms its commitment to the reconstruction of the social fabric and the transformation of territories through culture.
