The National Assembly had adopted, at second debate, Bill No. 79, submitted by the Minister of Culture, María Eugenia Herrera. That initiative sought to re-integrate into the structure of the Ministry of Culture (MiCultura) the Educational and Higher Technical Institutions of Fine Arts and Folklore, currently under the authority of the Ministry of Education (MEDUCA).

The proposal was adopted with the unanimous support of 37 deputies and amended an article of Act No. 175 of 3 November 2020, General Cultural Act and lays down other provisions.

During the Courtesy of the House at the Legislature, Minister Herrera, with her team of counselors, addressed the concerns raised by members of Parliament, emphasizing the relevance of this project to strengthen the artistic education of children and young talents at national level. "We demand her vote of confidence to rescue the essence of artistic education," she stated.

He also emphasized the efforts and dedicated work required by students at these centres: "To study at schools such as Fine Arts, that teach music, theater and dance, demand as many hours of commitment as to conduct a complete academic program."

The parliamentarians commended the initiative, which includes the transfer of 22 high schools and institutes of Fine Arts and Folklore to the Ministry of Culture and their respective budgets, goods and infrastructure.
