During the conduct of the World Oceans Conference held in our country, Panama, through the Spanish Ministry of Culture and Government signed an agreement of understanding with respect to Underwater Cultural Heritage.

The Underwater Cultural Heritage means that they are traces of human existence that have a cultural, historic or archaeological character and have been under water, partially or completely, regularly or continuously, for at least 100 years.

On the aim of signing this convention, the Minister of Culture (MiCultura), Giselle González Villarrué explained that it will allow the exchange of knowledge between Panama and Spain to give protection to the underwater heritage through training, training and seminars.

He added that the treatment of this cultural aspect requires specialists with high degree of training that will require professionals to safeguard the underwater heritage.

Panama ratified this Convention by Act No. 32 of 26 March 2003 and the memorandum of understanding was signed by the Minister, Giselle González Villarrué and Spanish Ambassador Guzmán Ignacio Palacios Fernández.
